What is the Pre-existing Condition Insurance Plan, Washington State (PCIP-WA)?
PCIP-WA is the temporary federal high risk pool created as part of federal health care reform. It provides health insurance coverage to individuals with pre-existing conditions who have been uninsured for at least six months and who are US citizens, nationals, or lawful residents of the US.
Am I eligible for PCIP-WA?
There are four eligibility requirements for PCIP-WA. You must:
- Be a resident of Washington State
- Be a US citizen or national, or person lawfully present in the United States
- Have been uninsured for at least six months
- Have a qualifying pre-existing medical condition such as HIV
Can Evergreen pay for my PCIP-WA?
Evergreen can pay for PCIP-WA's $500 deductible plan. This is a preferred provider plan.
How do I apply to PCIP-WA?
- Complete the application for PCIP-WA, making sure to provide all necessary information and signatures. This will include proof of residency, proof of citizenship/lawful presence, and proof of HIV status. Please note that the HIV Condition Verification section of the EHIP application should act as proof of HIV status.
- Submit your PCIP application along with an application to Evergreen. If you are not a current EIP client, you will need to enroll in EIP. We will process your application and send in the PCIP application along with a check.

Other important information about PCIP-WA
The coverage offered by PCIP-WA is almost identical to the coverage offered by WSHIP. PCIP-WA does not have a pre-existing condition wait period, meaning that you will have medical and prescription coverage available to you immediately upon enrollment. The premium rates are also less expensive for PCIP-WA than for WSHIP.
The deadline to submit a complete PCIP-WA application, including payment, for coverage effective the first of the following month is the 15th of a month. Please note that it may take Evergreen 2-3 weeks to process a complete application and be ready to send checks out.
